Rahul Gandhi’s “Panauti” Jibe Earns Him ECI Notice
NEW DELHI, India – The Election Commission of India (ECI) has issued a show-cause notice to Congress leader Rahul Gandhi for his recent remarks targeting Prime Minister Narendra Modi. The ECI has asked Gandhi to explain his position by Saturday, November 25, 2023, at 6:00 pm.
The BJP had filed a complaint with the ECI against Gandhi, alleging that his remarks were “unbecoming” of a political leader and violated the Model Code of Conduct. In his remarks, Gandhi had called PM Modi a “panauti” (bringer of bad luck) and a “pickpocket.” He had also accused PM Modi of diverting attention from real issues by making false promises and engaging in personal attacks.
The ECI, in its notice, has reminded Gandhi of its advisory on declining political discourse. The advisory, issued in August 2023, had urged political parties to maintain a high standard of discourse and refrain from personal attacks and derogatory language.
The ECI has also observed that the Supreme Court has, in several judgments, upheld the balance between freedom of speech and protection of reputation. The Court has held that while freedom of speech is a fundamental right, it is not without its limitations.
The ECI has requested Gandhi to explain how his remarks fall within the permissible limits of freedom of speech. The ECI has also asked Gandhi to provide any other relevant information that may assist the Commission in its assessment.
The issuance of the show-cause notice is a significant development in the ongoing political campaign. It is likely to further intensify the war of words between the Congress and the BJP. The ECI’s decision on the matter will be closely watched by all political parties.
