Hubballi-Dharwad (East) MLA Prasad Abbayya raised the issue of Smart City works in the city and how people and the press are vocal about the delayed projects and how slowly they are being implemented.
He claimed that works in his constituency were being delayed unnecessarily, and he cited a lack of coordination between departments in carrying out the works. He raised the issue in the session through a calling attention motion.
He stated that as many as 60 works are being undertaken in the city under the smart city project, of which 25 have been completed, 34 are in various stages of implementation, and one is at the tender stage.
Abbayya said that the projects were not scientifically designed and, because of that, elected representatives were facing criticism from the public. When Siddaramaiah was the chief minister, Rs 95 crore was allocated for the development of MG Market, but when the government changed, the project was changed without his notice. Later, officials put off completing the Janata Bazar development works. He charged that the project was delayed due to a lack of coordination between HDMC and HDSCL officials.
In the absence of the Urban Development Minister, Law Minister JC Madhswamy replied to the House that in the first phase, a total of 60 works were taken up, and in the second stage, three works were taken up. Of the total 598 crore grant, including the state government’s Rs 299 crore, projects worth Rs 415 crores were completed by November 2021 and the remaining works would be completed by June 2023, informed the minister to the house.
